LEEUWPOORT Integrated Housing Development

Challenge

The City of Ekurhuleni (CoE) requested tenders in June 2004 for the development of the Leeuwpoort integrated housing project.  The Leeuwpoort project consists of land owned by the CoE and comprises approximately 1 300 Ha.  The project is located towards the south of Boksburg.  The development consists of various land parcels with a scope of approximately 24 000 building opportunities (mix of subsidised, institutional and bonded).  The development further includes ancillary land uses (commercial, etc.) and bulk infrastructure.

 

Solution

The project is executed by Leeuwpoort Developments (Pty) Ltd a SPV established for this purpose. The Company will be the Turnkey Developer acting as Implementing Agent for the subsidy component on behalf of the CoE. The Bonded component will be developed by the Company.

Bigen Africa has a 50% interest in Leeuwpoort Developments and will in addition be appointed to do professional services related to programme- and project management, engineering services and labour management. The services mentioned (except Engineering will be shared with Urban Dynamics.
